Feature Article in Computerworld

Quoted in KIT: Take IT Seriously!

Our study of the municipal merger on the Danish Island of Bornholm is still creating news in Denmark. Many spectators (some more qualified than others) are afraid that the public sector has not learned from the mistakes that were made by the central government and the five municipalities on Bornholm regarding the integration and reorganization of the different information systems and their business processes. By January 2007 all counties and municipalities in Denmark will be reorganized in a large structural reform. More than 1 million employees will be affected, and all public IT systems will have to change. Denmark’s 270 municipalities will be merged into 100 municipalities and everybody is frightened that the potential IT-cost and integration problems will be very expensive.

A couple of months ago I was contacted by a journalist from KIT – a magazine for municipal IT-responsible public servants. I was asked about the political focus on information systems on Bornholm. And my answer was clear: Merging the five municipal’s IT-systems was seen as a technical exercise that could be left to the primary vendor, KMD. Both central officials and politicians and top officials on Bornholm later told us that they had underestimated the importance of the information systems integration as part of the merger. My point in KIT is that this is not the right approach. Politicians and top official in the 100 new municipalities must take the IT-challenge seriously and develop a business driven plan for the future IT-infrastructure. IT must be taken seriously!

Quoted in Ingeniøren

Last week I was quoted in Ingeniøren – a magazine sent to all 60,000 members of the Society of Danish Engineers (IDA). The article was in line with my comments in Computerworld (cf. below), but journalist, Henning Mølsted also included some very interesting comments from the chairman of the county council in Viborg, Bent Hansen. Here are some of my comments (in Danish):

»Der er milliarder at spare, hvis man kan koordinere it-arkitekturen for de elektroniske patientjournalsystemer bedre,«

»Arkitekturprincipperne er kun første skridt i en lang proces mod egentlige it-standarder. Det er endnu ikke udpeget, hvor sygehusene skal hen med deres EPJ-systemer, og hvad patienterne kan forvente af digitaliseringen,«

Also: »Amtsrådsforeningens regler mangler ifølge Kristian Hjort-Madsen målbare mål, som kan komme patienterne eller sundhedspersonalet til gavn. De kunne f.eks. gælde, hvor meget digitalisering skal luge ud i de omfattende medicineringsfejl på sygehusene, bedre udnyttelse af hospitalsudstyret eller antallet af dage, som udvalgte behandlinger, f.eks. en hofteoperation, må vare. Desuden peger han på, at standarderne endnu ikke lø-ser problemerne med at udveksle digitale patientdata mellem de digtale journaler på tværs af sygehusene.«

I am very happy that my public appearance has stimulated the EA dialogue in the health sector. The debate was continued in Computerworld last week (with Arne Kverneland) and I think that both Ingeniøren and Computerworld will continue the discussion.

Enterprise architecture "Expert" on Computerworld

Yesterday my review of the enterprise architecture for all electronic healthcare record systems in Danish hospitals made it to the front page of Computerworld. Journalist Lisbeth Egeskov interviewed my about my review a couple of days ago. And yesterday my comments were then used to launch a debate about EA work in the Danish health sector. The article also included comments from Morten Elbæk from sundhed.dk, Arne Kverneland from The National Board of Health and Mikkel Hemmingsen from The Ministry of Science, Technology and Innovation.

It was fun to see my picture on the front page of Computerworld. But, I also hope that my input will stimulate the discussion in the Danish health sector (and other sectors) about the need for IT-governance and EA-coordination in general.
